In a historic move, the Government of Uttar Pradesh recently announced the Women Economic Empowerment (WEE) Index, which ranked Varanasi, Kanpur Nagar, and Lucknow as the districts most favourable to women's economic empowerment and participation. The state's concentrated efforts to guarantee inclusive growth and gender-sensitive development planning include this data-supported strategy.
The WEE Index has been designed to evaluate the status of women across all 75 districts of Uttar Pradesh through the lens of economic participation and empowerment.
The index draws data from both government sources and real-time field surveys and uses five core pillars:
1. Employment Opportunities
2. Entrepreneurship
3. Education and Skill Development
4. Livelihood and Financial Inclusion
5. Safety, Mobility, and Infrastructure
On almost every metric, the capital city of Lucknow, the industrial centre of Kanpur, and the religious centre of Varanasi have performed quite well. Along with initiatives to deploy more women in formal work roles like frontline governance and transport services, these cities have also witnessed a substantial increase in the number of women enrolled in technical and paramedical courses.
The WEE Index is a roadmap as well as a rating tool. The difficulty today is to duplicate this strategy in districts that are not operating up to par, as Lucknow, Kanpur, and Varanasi set the example with quantifiable success. UP is putting itself in a position to lead grassroots women's empowerment by maintaining its emphasis on education, safety, and opportunity.
